The VA appraisal, on the other hand, is mainly about the property’s value and basic safety standards set by the VA.”

FHA, VA, and USDA Loan Requirements

Each loan program has unique guidelines:

  • FHA Loans: These are popular for first-time buyers because of low down payments. They may require water testing if the home has a private well and may need a HUD foundation certification for manufactured homes.
  • VA Loans: Designed for veterans and active-duty military, these loans require a VA appraiser to confirm the home meets Minimum Property Requirements (MPRs). If the home uses a private well, water testing may be required.
  • USDA Loans: Focused on rural properties, USDA loans often require water quality testing and proof the property is safe and sanitary.

Water Testing Requirements

If your property uses city water, additional testing usually isn’t required.

But if you’re buying a home with a private well, FHA, VA, and USDA loans typically require water testing for:

  • Nitrates/Nitrites
  • Lead or other local contaminants

Testing must be done through an approved lab, and the lender will often require proof before closing.

HUD Foundation Certifications for Manufactured Homes

If you’re buying a manufactured or mobile home with FHA, VA, or USDA financing, the lender will likely require a HUD foundation certification.

This certification confirms:

  • The home is on a permanent foundation per HUD standards.
  • Tie-downs, piers, and anchoring systems meet safety requirements.

A licensed engineer or certified inspector must issue this certification—not your regular home inspector unless they carry the right credentials.

Why a Home Inspection Is Still Essential

Even if the VA, FHA, or USDA sends an inspector or appraiser, their reports do not replace a full home inspection.

  • A home inspection finds defects like faulty wiring, roof leaks, plumbing issues, or foundation cracks.
  • A VA/FHA appraisal simply ensures the property is worth the loan amount and meets minimum safety standards.
